Overview
The Tendokai is attacked by the Daitoa-dan. Believing there's a traitor within the organization, Washio (Hitoshi Ozawa) orders Oda (Kōji Matoba), a wakagashira-hosa of Tendokai who has just been released from prison, to investigate. Meanwhile, Washio presses the client behind the whole affair, former METI official Masaoka (Jiro Okazaki), to reveal the truth. But before long, both Nagi Toyama (Akane Hotta)—whom Washio was protecting—and Sumire (Kokoro Nakayama), daughter of Washio’s former senior Kawashima (Naomasa Rokuhira), are kidnapped by Daitoa-dan. To make matters worse, Sumire is drugged and used as bait to lure Washio out. Blinded by rage, Washio storms the Daitoa-dan headquarters alone— But what awaits him there…? The Symbol of a Man
In 1936, under the war clouds over the Manchurian border, 60-year-old Shozaburo Oshima is concerned about the future of his only son, Ryuji, who has refused to follow in the footsteps of his gambler father and decided to become a doctor. Ryuji leaves home to work at a clinic at a dam construction site where he finds the treatment of the laborers intolerable. But when he challenges the boss, who thinks nothing of murder, he discovers to his astonishment that he is safe because of his father's reputation. Torn between filial piety and his ideals, Ryuji is told of the murder of his father by men of a rival gang. In Ginza, the Togawa gang have taken over Sakurada's territory. After several fights Kijima and Ôba gain control of the territory by chasing out the notorious Togawa Group in the name of Sakurada. But Kijima is arrested for assaulting an American soldier. A few years pass. Kijima has served his prison term and the sears of war have been erased from Ginza. Ôba is now president of a company specializing in collection of bad debts, cheque frauds and everything that means money. People call their organization the “Private Police,” and Kijima begins to work for Ôba. Now the Takegami gang waits a chance to seize the Ginza territory.

When Keiji Takama returns to Nagasaki, he finds many changes. The rights of the entertainment field that had been held by his family have been taken over by the Matsui Group, a new gangster setup. So he becomes head of the Takama Group to regain lost territory. Whatever Matsui does, Keiji goes one better. Frustrated and bitter, Matsui calls in the help of Koiwa, a killer. Now, having tried his best to oust Keiji but finding that he is made of sterner stuff than he had counted on, he decides to have Koiwa do away with him for good.
